Dear Sir,

We beg to inform you that our customer Kon Kes who has all

along been buying Patna and Malwa opium in Hongkong generally conveys

the drug from Canton after payment of Duty and Likin there, right up to

Pui Ling by way of the East River. At Pui Ling the cargo is con- signed to Shun Kee Sing who is the agent for our customer, Kon

Kee, for disposal. The former has all along been conveying opium to Kiang Si IB and the neighbouring provinces for consumption. Now at Ting Nam district (Ong Chow sub-prefecture, in the pro- vince of Klang Si) a raw opium farm has recently been established

being secretly, the object to monopolize the trade. All Patna and kay Malwa opium is not allowed to pass through. It so happened that (lately) Shun Kee Sing conveyed 20 odd packages of Malwa opium through Ting Nam district for consumption in the vicinity of Loong Nam district and while in transit the drug was detained by the secretly established raw opium farm there and was not allowed to pass through, the excuse being that the opium was for local consumption. According to the transit pass, it is clearly set forth that by virtue of the treaty signed between England and China, imported foreign opium, after pay- ment of Custom's duty and likin, can be freely conveyed by the mer- chants to any where in the interior of China for consumption. More- over there is no official announcement that a monopoly for native
